How can I find a software programmer to write a program for me?

I am a business person and one I use currently dBase / Clipper program written several years ago and changed by someone who does not change completely accurate. Really want to get away from a system based on DOS, because Microsoft will not support a DOS program very long. This program calculates the gas, electricity, produces invoices and reports. In total, there are only four forms – invoices, a monthly summary of a report on mobile 12 months, and a statement meter log. All must be printed on an Epson printer MX80/LQ570 matrix. The bills are hitting the boxes on the preprinted forms continuous feed and are fed down to the printer.

I have programmed in dBASE, Clipper, and Foxbase to live. I want to be closer to your home so that I can see the application and code. What you describe does not seem to hard for me.
