creating online forms html

How do I add a search box on the HTML page on my network?
I am the administrator of a small law firm. We have a large collection of forms and articles that my bosses will be able to easily navigate through. I created an HTML page our network with multiple pages girl that categorizes and organizes these documents, but I'd like to add a search. Unfortunately, all the tools I see on the Internet to do this I need to download thousands of files somewhere. Is there something I can use to get the search box on this page and not have these files online? I'd rather have something like a script that I can plug into my existing code so that the box shows up as Google, not an extra utility my employers have to install and use separately. I also be able to configure the settings and how the results appear. Ideas?
Im not sure what you use to HTML, but you can list all the documents on a page and create hyperlinks to them. Then they just click on the name and it would bring the form or section. The only other way I know is to have them in a database and merge with the web
