Why not federal or state taxes taken from my paychecks? 10 points!?

I'm in college and I have two jobs part time. In his job, I have not had taxes taken out of state or federal since January or February. I worked there for about 5 years and have always had and the state of federal taxes taken. I started working at two jobs in May 2009. The federal and state taxes have been taken only in a few months. I filled out a new Form W-4 using two ago weeks, said zero deductions, and requested additional funds to retain. At work, 2 which is the only money being withheld. I still pay and security Social Medicare, but not federal taxes and state. In my annual income, I would pay 15% tax. Is there any reason that nothing but I specified the amount is withheld from my check? Thank you!

It depends on how much you do each job. The withholding tax for each just depends on what job you do on the job, be it might be that for each job, you would not pay taxes, especially that each give you credit for $ 400 Making Work Pay Credit, even if you only get it when you actually file.
