where the users are stored in a database with different access levels? I have a lot of ASP experience, but I am confused by the use of Windows/Forms authentication in the web.config.
Try using ASP.NET 2.0, they have Login controls for you, just drag and drop and change some settings then you’ll have a full working login system with mostly all common features. No need to write even a line of code! More security also..
