Help Windows XP startup?

Ok, it just started 10 minutes ago, but I downloaded a program called Uxtheme MultiPatch 6.0 because I'm a theme for my PC. I started the download, it tells me that I should restart, I did. Well, now when I start my PC, it will reach the point where it says that Windows starts … But it will not start up it will just stay there. I can not access my account form safe mode with network. Go into Safe Mode (without networking preference, but if it only works with networking so be it.) Try using System Restore. It should have made a restore point before he tried to install the program.
